By CDL Schools USA | Updated April 2026
Federal vs State CDL Requirements
While the FMCSA sets minimum federal standards for CDL certification, individual states can add their own requirements. Understanding both levels is essential for getting your Class A CDL.
Universal Federal Requirements (All States)
Every state must follow these FMCSA minimums:
- Age: 18 for intrastate, 21 for interstate driving
- ELDT: Completion at an FMCSA-registered training provider
- CLP: Hold Commercial Learner Permit for minimum 14 days
- Medical: Valid DOT physical (Form MCSA-5875)
- Skills Test: Pre-trip inspection, basic controls, road test
- Knowledge Tests: General Knowledge + Combination Vehicles + Air Brakes
Key State Differences
Age Requirements
Most states follow the 18/21 federal standard, but some have additional restrictions for drivers under 21, including:
- No HazMat endorsement under 21 (all states)
- Restricted to intrastate driving only under 21
- Some states require 21+ for school bus endorsement
Training Hour Requirements
While the FMCSA sets minimum ELDT standards, some states require additional hours:
